City gives

  • Judicial-warrant detainers for violent felonies, sex offenses, and repeat serious misdemeanors.
  • Time-limited shelter for new single adults. Hotel sunset.
  • Agreed ULURP map and an air-rights bank sold only against amenity rebuilds.
  • Public dashboard: units, shelter, transfers, desal, oysters, stipend compliance.

Washington gives

  • DHS work freeze for the clean-record Dreamer cohort.
  • HUD capital and a place-based Mobility Stipend.
  • Desal, oyster, and tested blade-reef permits.
  • Nuclear offtake path and gas only outside the watershed.

Reparations through production

Cash-only reparations from City Hall get sued and never cut a check. First offer goes to descendants of U.S. chattel slavery with a NYCHA or long-tenure nexus. Public units and the stipend run on place, tenure, and income so the program survives court. Harbor, nuclear, gas

Offshore desal, 10–25 million gallons a day, south Harbor or Rockaways. Oyster leases in Jamaica Bay and the western Sound. Retired wind blades only after leach tests, encapsulation, and a Coast Guard chart.

Nuclear on land: contract power now from Ginna, FitzPatrick, and Nine Mile. NYPA’s new gigawatt is a 2030s build. Indian Point restart is not 24-month money. No reactor in the watershed or under the five boroughs. Micro reactors, if the federal expedited permit clears, go only on the offshore desal platforms.

Fracking is banned statewide. The city buys firm gas. Royalty from New York shale is not booked until Albany carves a map DEP swears is off the reservoirs. Drill the Catskills and the compact is void.

First 180 days

  1. Map air rights on the ten worst NYCHA campuses and two waterfront sites.
  2. Stand up the Reparations Production Trust.
  3. License ArkHalo. Pick one pilot campus.
  4. File a casino host term sheet with the housing covenant already attached.
  5. Open the first-offer window on that campus.
  6. Offer the compact to HUD, DHS, and the White House.
  7. Publish the shelter time limit and hotel sunset.
  8. Send a nuclear offtake request and file desal and shoreline pre-applications.
